Does the BBC really mean this?

Two 10-year-old boys have been charged with raping a girl in west London. Each faces two counts of attacking a female under the age of 13 following advice from the Crown Prosecution Service, the Metropolitan Police said.

The use of hyphens

On Linguaphiles a question has been raised about prepositions. I do not wish to go into the precise usage of American English that is raised, but the post says:

We're both native American English speakers

Nouns used attributively can be ambiguous. Does the writer mean:

We're both native-American English speakers

or

We're both native American-English speakers

I suspect the latter but, technically at least, the phrase is ambiguous.
