That's a variety of the ISO 9 Cyrillic transliteration commonly used in the scholarly community. It does look rather Polish.

Polish spelling would be more logical if it were written in the Cyrillic alphabet. ISO9 might be best for academic publications with its symbol-for-symbol correspondence but for general use normal transliteration is more useful.
